ACA Bug 25988593 - Cert changes affect old year's GRE 1094-C Display

While we were running 12.1.3 last year, I reported an issue with View Authoritative 1094-C for prior years.  We had changed our certificate of eligibility setting for 2016 and when viewing the results for 2015, the certifications of eligibility in Part II changed to show the 2016 settings and not what was actually reported for the 2015 year.

Oracle logged bug# 25988593 and closed my SR.  The bug is now showing activity with an internal fix delivered, but it mentions the fix is for product version 12.1.10 and we have since upgraded to version 12.2.

I just looked in my 12.2 production instance and the issue still exists there.  Will this automatically be applied to all later EBS versions?
