Records in Activity Screen becomes Read Only after we Upgraded from IP 2013 to IP 2016

We have Upgraded our environment from iP 2013 to IP 2016 (Patch 14). After this,Entire Activity Record is read only except the records owned by me.

I have Inactivated all User Properties and tried.
