While running cost collection manager program it is not picking transaction

Hi,

i am using project manufacturing module also i have purchased some inventory with Project and Task details. I have purchased and and received Those inventory items that inventory is available in lock-tears now i want to issue that inventory to project i have issued and i have run the program Cost collection manager Program but it is not picking any item. may i know  any thing i am missing
