Can Manager request on behalf of an employee FOR SIT SSHR Pages?

Dears,

We have created Employee Self service SIT SSHR page for advance payment to employee which called as Employee IOU

Now are business requirement is to facilitate manager to request for IOU on behalf of an Employee?

How this can be achieved in Manager Self Service?

What setup steps we need to perform to achieve this?
