Preventive Maintenance forecast issue - Multiple rule based

Dear All,

I have an forecasting issue for asset having two PM schedules. one is meter based the other one in date rule based schedule, both the schedule are not getting forecasted. The complete cycle is attached here. Kindly requesting you to go through the flow and let me know your thoughts.

I raised an SR but business didnt get convinced with the reply from development team. SR says meter schedule has low usage rate is the cause of both the PM schedules not getting forecast. The only option we have now is to increase the number of past reading to 9999 so PM picks the user defined usage rate. Our problem is asset is in stand by and we cannot increase the number of past reading.
