Reason of downgrade DOP

Hello,

  On Oracle Entreprise Manager (12.1.0.5.0 ), we have a query  with  serial degree of parallelism downgraded 100%   : parallel execution Server Requested 192 :  parallel execution server alloccated  0.

Can you help me to find out why the DOP was downgraded and find reason for the downgrade in OEM or by query .

Version Database   RAC : 11.2.0.4.7
