Alarms Not Popping Up In IP 16

The Alarms created in the activities view are not popping up in the application after upgrading to the IP 16 release and installing patch set 12. I came across Doc ID 2206715.1 which mentioned that a bug 24478230 was created for the same. The bug is fixed in IP 17 and saw a word document attached to fix the issue.

Is the bug not fixed in any of the patch sets of IP 16? If not then the workaround needs to be applied manually in IP 16?
