Trying to build inbound shipment from different PO lines

We have JDE 9.2 and presently not using transportation module. We are looking to have the following process in our purchasing and receiving department:

- For open orders when the supplier ships the PO lines, we would like to be able to assign (build an inbound shipment) a shipment number to these PO lines that could be coming from different POs.

- Change the promised date of the selected lines by filtering by shipment number (not to have to go to each PO and update the dates)

- Receive by shipment number instead of PO number.

Do you think I can have this process implemented without activating the transportation module? If not, let know how transportation module will help.
