Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. EBS R12.2.0, Modifier precedence is not working

Dear team,

I have a problem on Modifier precedence need you help.

I setup 2 modifier below:

1. Modifier: Discount 50%

50% discout applicable to all items

incompatibility group = Level 1 Incompatibility

Modifier level: Order

Pricing phase Phase: All Lines Adjustment

Modifier line precedence: 310

Line qualifier precedence: 310

2. Modifier: Discount 20%

20% discout applicable to all items

incompatibility group = Level 1 Incompatibility

Modifier level: Order

Pricing phase Phase: All Lines Adjustment

Modifier line precedence: 310

Line qualifier precedence: 310

When I book SO, the system always prefer second modifier, I have tried to change line qualifier precedence 1/2 to 400/500; 500/400 or 100/200, 200/100 but not apply best price for the sale order.

Pls help give me some advices how sale order able to get best price in this case.
