I cannot edit data to avoid Error message "A Program Action of Admission Revocation is not valid for

When users try to add ADRV program action to student (Under Student Program via Records and Enrollment/Career and Program Information), an error message comes up on the page

" A Program Action of Admission Revocation is not valid for Effective Date: 2017-08-30 , Sequence #: 1. (14600,94)"

What was figured out = User modified effective dates in correct history mode which also caused the application number to disappear from the page and the record (acad_prog)

I consulted the Doc ID 1502127.1 but it does not specific what data to modify to trigger the application number field to re-populate.

Anyone been through this? tips?
