What process inserts data into ben_elig_per_elctbl_chc table

We are using Standard Benefits. We are in the process of testing Open Enrollments 2018.

We are trying to use the Load Elections spreadsheet in HRMS Configuration Workbench to load enrollments data in our test system ( for Open Enrollment 2018).

The Data Pump is showing error saying

No Electable choice record exists for this person with the following values.  This may happen if one or more of the values are not correct.

Package : ben_enrollment_process.get_epe.

Context at time of error :

Person ID : 1876

Program ID: 1

Plan ID : 25

Option ID: 8003

Per In Ler ID : 1776

Life Event Date: 01-JAN-18

When I checked the ben_elig_per_elctbl_chc table , there is no row for pl_id 25 for the above values.
