Can anyone help to solve PM Error when try to call HTML Routes page: "You do not have access to this

When I'm trying to call HTML Routes page in Preventive Maintenance responsibility (from Navigator: Engineering > Route Management > Routes), HTML page is displayed with the following information: "You do not have access to this functionality".

There are some references from release 11, however there´s no documents to explain how to solve this issue in release r12.

Any help will be very appreciated.
