BSSV deployment says failed to retrieve Business services application list error.

We are trying to deploy a BSSV package. And we getting a failed to retrieve Business services application list error.

jdbj.ini file was modified to have full path of tnsnames.ora. We are logging in with JDE user to do deployment, and JDE user has been given roles of console_user and console admin from the server manager.  The server manager URL opens well from the BSSV deployment fat client machine but while BSSV deployment the server manager url errors out.

Ojdbc5.jar driver is present in the MISC folder.  Local web is also working from from the web client. Jdeveloper base version is installed and Jdeveloper setting for version and path is correctly mentioned in MTR section of jde.ini .
