Can i create free good, order basket, or order level using item and customer cat codes.

We have the following requirement to comply with government regulations.

Whenever we ship a part that belongs to Sales Code 2 = F41 into ship-to Country = DE, we Need to have part number 408001016DE on that same sales order. 408001016DE only needs to be on the order once.

I know I cannot use the country in advanced order reprice, but I can add a category code or customer order reprice group on the customer master.

I know I need to use free goods to accomplish this, and did set it up where every F41 item got the new item. I also had an order basket adding the item once, but it did it for all items, not just F41 codded items.
