Customization of SCC_USERREG_AUTHENTICATE web service

Want to know if it is possible to customize / extend the delivered web service for User authentication in PeopleSoft Campus Solutions AAWS? The web service name is SCC_USERREG_AUTHENTICATE. The objective is to check feasibility for using applicant's registered email address as an alternate login credential. So applicant may use either the User ID or Email address to login to Online Applications system.Currently, the web service allows applicants to authenticate using User ID only. Has anyone come across such requirement or has actually worked on it?
