Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. I need to know the best practices to build business structure as following

Holding Company include three companies A , B and C

Company A in Egypt and B in Dubai and C in USA

Company C have tow sub companies D and E

Is the best to create Legal entity for every company or all companies will be in one legal entity and create balancing segment for every company ?
