geography Name lov is null while defining Tax Jurisdiction

Hi,

Iam setting up eBusiness TAX. Successfuly completed setting up for Receivables. However wanted to try revising the setup to try and use Expert Rules. So i decided to setup a New TAX. Everything is fine till TAX Status definition. However Geography Name LOV returns null while defining Tax jurisdiction. I have to define the Geography Type as country. Is there any one who faced this issue? Please reply with fix if any.

Referred to note Tax Issue: When Attempting to Create a New Tax Jurisdiction, List of Values for Geography Name is Empty (Doc ID 1380610.1). As provided in the document , below query returns status as 'N'.
