12.1.3:Unable to register custom schema after applying patch 19531101

After a periodic maintenance of an EBS 12.1.3 instance (installed latest RPC patches through Patch Wizard and other maintenance patches), we noticed that the functionality for registering a custom schema was "broken."  When we try to register a custom schema, now the form fails validation of schema password thus not allowing the registration process to finish.

We made some investigation to find what happened. Apparently the issue is related to form FNDSCMOU.fmx .

One of the pathces installed a newer version of form FNDSCMOU.fmx which now does not allow the registration of a new custom schema.

the difference between one apps instance that allows schema registration and same updated(patched) copy of that apps instance:
