Default a text template on P17714

Hi, How can I default a text template for P17714. We have a requirement from customer that when a Work Request is submitted by user, every user has to answer a set of questions. I have created a template with the set of questions, but user while submitting the work requests forgets to select the template and answer the questions. Hence, we prefer the template defaulted on P17714.

2) Set the default template based on the Branch/Plant.
