Freight Update F4981 is not advancing sales order status when run for billable freight update only

Hi,

Does R4981 Processing Option #4 Override Sales Order Next Status allows to advance non freight sales order line to nominated status in conjunction with Processing Option# 3 Bypass Update of Sales Order Next Status if we set this as BLANK?

What I am experiencing is If I setup Processing Option# 1 as F and Processing Option# 2 as desired next status of F (Billable Freight) line then after billable only freight update new lines freight line type F added to sales order with next status nominated in PO 2. But even though I have PO# 3 and 4 are setup non freight line on sales order doesn't advance to next status.
