Can Extended Support Patch be downloaded after Waiver Period

OEM 12.1 will have extended support waiver from 1 Nov 2016 to 31 Oct 2017. We can raise patch request or download security patch, etc created during extended support even we do not pay extended support fee. After 31 Oct 17, if we do not pay extended support fee, can we download the patches created during the extended support? That is the extended support patches we can download today (during waiver period), can we continue download after the waive period?

I checked 757445.1 and 845407.1 and do not have this information. Is there any published note describing this scenario?

There is 2 logic behind

1. If Oracle waive the first year extended support, customer treats this period as free and they can download any time even after the waive period and before extended support ends. That is, yes, customer can download the extended support patches after the waiver period before extended support ends.
