Standard Manager not showing up on the list of avaliable Manager

After 12.2.5 RUP upgrade on our TEST instance, all the concurrent request finish with Phase=Inactive, Status=No Manager.

Under Concurrent->Manager->Administer, Standard Manager and other handful of mangers are missing from the list. Internal Manager and Conflict Resolution Manager is running.

So I query Concurrent->Manager->Define and Search for Short Name = STANDARD. Nothing Return on this TEST instance (Normally it would return values for Standard Manager).

I really don't know what to make of this? We are planning to do a regression testing on 12.2.5 this fall, and i log an SR with Oracle. However i feel like they are just asking me to catch a ghost.
