Calculation Manager Rule with Substitution Rules that do not exist

Hello,

I have a strange question that I do not understand. I will do my best to explain it. This is a Planning 11.1.2.4 application.

We have Calculation Manager Rules that have variables defined for Scenario and Version, with values of &Scenario and &Version. BUT we do not have Substitution variables defined for Scenario and Version. Thus, the rule does not validate, because it complains the substitution variables do not exist. How can these rules execute without the substitution variables being defined? Somehow, they do. How can I edit the rules? Do I create the substitution variables, edit, save, validate, and deploy the rule, then remove the substitution variables? Someone must have done that before.
