9.1 Competency Management Setup

Hello, we are currently looking to start using Competency Management.  I am in the process of testing and I'm running into an error when I create a course.

So far I have created a scale under P05103.

Next I setup a competency via P05104.

Lastly I setup a course under P051011.  However I am receiving an error stating at least one training/development competency must be associated with the course.

I watched the following tutorial and it appears I'm following the correct steps.

I also searched the error and found the following.  (I'm following the same steps.)
