Template Access Rights - no picklist but instead non-editable 0, 1, or 2 values

Has anyone seen this before? This is on 16.0.1.10.

When you build a security template and go to assign template access to users, you cannot b/c the measure r_wbtrights shows up read-only and with numbers. I assume those are the internal values that get translated into the picklist entries by the front end.

When you save the workbook, close and re-open it, suddenly the picklists are back.

This is sporadic. It happens to the business admin user on my current project, but has not happened to me. Even for the biz user, building the security wbk a 2nd time does not always come up with numbers.
