free buffer waits and db writer question

EBS R12.1.3 running on RHEL 7, non-RAC with database and app tier running on separate servers.

Having some performance issues recently and if I check the system via OEM and look at Top Activity it will highlight 'Configuration' as a large percentage of the graph.

If I drill down to that it reveals 'free buffer waits' as an issue.

If I then go to Advisors Home and pick and ADDM report I can see where 'Top SQL Statements' will be 43% of the impact% and 'Free Buffer Waits' being 40%.

Now I have less control over the SQL statements so I figure I will look at the 'free buffer waits' finding and it suggests I consider increasing the # of database writers (DBWR).
