Can AGIS recipient inbound transactions have multiple level approvals

Hi Experts

My client needs that when an inbound transaction comes into from initiator , the transaction should be reviewed by a user and then it should be forwarded to her department head for approval. Once the department head approves the inbound transaction, it should get forwarded to his supervisor for final approval . Is this possible in AGIS ? If yes, can you please help with the steps to implement the solution.
