P0010: Reopening a prior period

We are on 9.2.

The controller re-opened  a prior period, and then could not add an entry to that period. His co-worker could, so the period change "took", yet he could not enter an entry himself.

I had him clear his browser cache, log out and back in, but to no avail.

Why would "the changer of the period" not be able to utilize that change, and yet his co-worker could?
