OTM 6.4.2 Rate Inquiry constraint/filter issue

Hi,

We experience following issue in OTM 6.4.2 and I wonder if there is a setting that can help:

1. We use External Rating Engine functionality

2. In Rate Inquiry we set

- Find: Rates

- Request type: All

- Perspective: Buy

- Date Available By: Today

- Ship From ->Location Role: SHIPFROM/SHIPTO

- Ship From ->Location Id: A location in US

- Ship To ->Location Role: SHIPFROM/SHIPTO

- Ship To ->Location Id: A location in US

- Constraint/Filter->Rate Service Id: A valid rate service with no expiry date

3. When hit search

- All Rate Offering services are found that can ship from US to US
