RDA on aix 7.1 aio_maxreqs fails but is adequate

We have a database server with 12.1.0.2 and when the RDA was run everything passed. But then we made a clone of the server and on the cloned server the aio_maxreqs is failing. It says it must be 65536 or greater, and it is 65536. Everything is the same on both servers because it is a clone.  Any ideas?
