Is there a way in put 2 different costs on the same resource

• Is there a way, in Oracle, to put 2 different costs on the same resource, and for the work order to apply the cost based on whether the WO has a Project (or Project #) assigned to it?
• Or,
  Is there a way, in Oracle, to lock down what resources can be pulled onto a WO based on if the Project is assigned? (ie. A WO has a Project #, so whomever is assigning resources can only assign Project resources)
