OEM - Refresh from My Oracle Support fails

I opened an SR and suggested by support, we opened our proxy server to all traffics to *.oracle.com (including http://www.oracle.com !!??). Now from OMS server using IE (or wget or..), I am able to get to https://login.oracle.com. , but proxy setting TEST still fails with the same error.

Failed to download a sample XML file from My Oracle Support using the URL "https://updates.oracle.com/Orion/Services/metadata?table=aru_languages". Verify the proxy settings. Try using your web browser, which has the same proxy settings, to test the URL "https://updates.oracle.com/Orion/Services/metadata?table=aru_languages
