Required Empty Rows to be Printed irrespective of the line Items contained in XML.

I have a requirement where quote line Items are getting printed using for each loop from XML. Requirement says - No Matter what the number of line Items in XML Publisher, Template must have fixed number of Empty rows. I tried using auto shapes to meet the requirement but that disturbs the alignment of whole Template. Is there anyway to print table lines using for each loop irrespective of the fact that xml contains line item data or not.
