Oracle Grid not startup after reboot

Here is using Oracle 12.2 GI and installed on AIX 7.1

I found the 2nd node don't startup crs automatically after OS reboot.

After server start up , the crs alert.log has nothing show up.

and it's already enable crs/has autostart

crsctl config has

CRS-4622: Oracle High Availability Services autostart is enabled.

And checked /etc/oracle/scls_scr/<hostname>/root/crsstart

it is enable

any idea ?
