"Relationship Promotion Failure Notification" When and Who sent to?

Hi All! I'm working on understanding all OOTB notifications in our Agile 9.3.3 Environment. I can't figure out where to find the settings for "Relationship Promotion Failure Notification" in any of the user manuals. Can someone help me? I'm trying to figure out the conditions that would result in the notification being sent, and who it is sent to.
