Approval email says next approver is xxxx when no need for further approval

Hi

Approval route is this:-

total PO extended cost is $5783

This means that only Patrick needs to approve the order

He is NOT the originator of the order - Peter Thomatos is

But the email received is this

Why does it say note: the next approver is Scott Bellmont?

Is it because he is also in the budget approver field in the P43008?

If the budget approver is also in the responsible field in the grid, does this mean he will always need to approve?
