Migration of Oracle Report Manager Templates from one instance to another not working

I am using the following procedure to migrate custom templates for Oracle Report Manager from one instance to another. I am not receiving any error messages but I cannot see the template in the target environment. I ran the regenerate templates job but I still cannot see the templates. What am I missing? Here are the steps I used:

Download steps executed on the source environment:

Step 1

FNDLOAD apps/password 0 Y DOWNLOAD $XDO_TOP/patch/115/import/xdotmpl.lct BS_center_trailing_5_quarters_XLS.ldt XDO_DS_DEFINITIONS APPLICATION_SHORT_NAME=SQLGL DATA_SOURCE_CODE=RGRARG TMPL_APP_SHORT_NAME SQLGL TEMPLATE_CODE=XLS
