Why does the Patch Wizard show the number of files changed as much larger than the number of files t

Hello -

We are on release 12.2.4 of EBS.  Our experience since we upgraded from 12.1.1 back in May 2017 is that when we use the Patch Wizard to analyze patches, the number of files impacted is reported as much larger than the number of files that are actually installed when the patch is applied.   We thought maybe the reason for this was that we did not have the latest patches applied for the Patch Wizard.  We just installed these (20689262:R12.ADO.C) into our development environment and re-analyzed a patch where we were having this issue and are getting the same results.   If anyone has any insight or advice, it would be greatly appreciated.  We believe this is causing us to over-estimate the testing required and asking the end-users to perform unnecessary testing.
