How to Best Reverse from Routing and Receiving

One of our sister plants shipped 12 pieces on a ST order.  When that order was ship confirmed, 12 pieces were placed into In-Transit routing.

When we received the OT shipment, there were only 8 pieces.  We moved 8 pieces to stock using Movement and Disposition and left 4 pieces In-Transit.  I am now being asked to cancel those 4 pieces.

Using Movement and Disposition Reversal, I can't see a way to completely remove those pieces from routing.  I can't go any further back than In-Transit.

I am unable to reverse the PO receipt because the pieces are in routing. I've read Bug 10992405.  Is it saying that everything must be moved to stock, then reversed?
