Records in BEN_PRTT_ENRT_ACTN_F do not tie back to records in BEN_PER_IN_LER

in Compensation and Benefits - EBS (MOSC) Question

I have some records in BEN_PRTT_ENRT_ACTN_F that have a per_in_ler_id field that ties back to a record in BEN_PER_IN_LER and some that don't.  Does anyone know why records can exist in BEN_PRTT_ENRT_ACTN_F that have a per_in_ler_id that doesn't exist in BEN_PER_IN_LER?
