BOM does not calculate component qty when the Parent Item Requested Qty changes

When I inquire on a BOM for Parent with a requested Qty of 1, the component qyt is correct.  However if I increase the parent Qty to 2 then the component qty changes to 0.  The component qty is 0 when the parent qty is 2,3,4 and 5 but when I change it to 6 the component qty calculates correctly again.  This is only happening with one item on the BOM.  The UOM conversion appear to be correct as well as the Item Master UOM's.  I feel like this must be a BUG.  Has anybody seen this?
