server manager down after tools upgrade from 9205 to 9214

I have a priority SR open for this issue, but I haven't received any troubleshooting steps yet apart from 'Do a new install'. So I am writing to the community for any ideas.

So, I am updating from TR 9205 to 9214(app 9.1)

As part of it I upgraded my server manager console.  Followed steps in below doc.

But I got error, here is the error when I tru to open the sm console-

"Error 500 javax.Servlet.Exception: Filter [JDEFilter] com.jdedwards.base.JDEFilter was found but is corrupt
