Sql Tuning Question/Help

Hi. 

Wondering if someone can direct me in the right direction. I have a query which is running much slower in production than it did/does in the clients migration environment. The explain plans are the same but slower environment is doing a lot of recursive calls. the cpu cost seems to be more in the migration environment which is faster.

I have attached the execution plans.
