JDE 8.11 Version on Oracle Cloud Infraestructure

We're working with a customer that is JDE version 8.11 (they also have DB EE). With this customer we're positioning Oracle Cloud Infrastructure but taking into account its current version, we're only offering IaaS for:

1. Demo environments for testing new capabilities / functions

2. Environment to run JDE version update, migrating from its JDE current version to the 9,2 one.

Concern to these scenarios, I'd like know if you could help me with the technical requirements we need to consider, specially for the scenario 2.  

      E.g. Is it necessary to license a new DB EE license or we can offer a license  of DB SE 2 to have the mirror environment on IaaS, in which they're updating their JDE Version ?
