Open closed Work Order - Lock Flag 4

Hi, We set activity rules such that when the work order is closed (MZ) , the Work Order is locked for editing (Lock Flag 4).

However, the requirement is: In Closed status  (MZ) no changes are allowed excluding Status change to Reopen (MT). The work order is reopened to post any invoices which turns up after the work order is closed.

If I set the lock flag to 3, we are able to modify the status, but also make changes to the header - which is not acceptable.

Any suggestions to satisfy this requirement? We do not use workflow.
