Relate Clienteling provide email blasting feature for group of customer?

Hi,

Can some one help me in understanding whether customer Clienteling feature in Relate 11.4 will allow to schedule email blasting as well.

Earlier was it a separate module in Relate that need to be purchased separately ?

As we can enable Clienteling from Conflate in Relate is this the same or these it has less features ?

I tried reading Relate documents but it dint help me much.

Actually I am specially looking if we can setup email blasting type of feature for customer segment in Rleate CRM. Currently I am using Retail Customer Engagement 11.4

Please help me understanding this  as I need to provide detail to my Client asap.
