patch 26115012 not available - required by note 1147107.1 and checkDBpatch.sh

I have applied the July PSU patch to our 12.2.6 EBS environment.  However patch 26115012 that is listed in Database Patch Set Update Overlay Patches Required for Use with PSUs and Oracle E-Business Suite (Doc ID 1147107.1) is not available for download.  I am getting the following error when running checkDBpatch.sh:
