Patch 26115012 not available for download - required per note 1147107.1

Patch 26115012 is listed as a required patch for 11.2.0.4 with the July PSU in note Database Patch Set Update Overlay Patches Required for Use with PSUs and Oracle E-Business Suite (Doc ID 1147107.1).  That patch is not available for download and I am getting the following error when running checkDBpatch.sh:
