2 nodes RAC, unable to create diskgroup

I have two node cluster version database 12cR2 installed on RHEL 6. I installed the GI/RDBMS successully, and would now like to create a asm diskgroup to put database data on it. I use asmca on node 1 to create the diskgroup however failed to start up the dg resource on node2

I tried to recreate the asm disk with different name, also failed. any idea ?

CRS-5017: The resource action "ora.DGDATA001.dg start" encountered the following error:

ORA-15032: not all alterations performed

ORA-15130: diskgroup "DGDATA001" is being dismounted
