Who is entitled to access My Oracle Support ?

Who is able to have an active account to access My Oracle Support ?   Must the user just own a relevant licensed Oracle product, or does the user also need to have that product covered by an annual maintenance agreement ?

When I say 'access My Oracle Support' I mean to be able to log in and search the knowledge base, not create SR's.
